Today I presented the attached critique of the IPCC’s Summary for Policy Makers (published on 27 September) to a seminar at the Economic Society of Victoria. The seminar was chaired by the current President of the Society, Professor Rodney Maddock and attended by about 20. Professor Maddock indicated at the outset that he had experienced some resistance to holding a seminar on “IPCC claims are proven false?” but had taken the view that the Society should be prepared to have open discussions/debate on economic issues of public interest.

IPCC Claims Are Proved False

“Why Global Warming Does Not Threaten Dangerous Temperatures”.
The text and graphs presented here dismiss a number of the claims and calculations made by the IPCC, the climate research bodies and the weather agencies. Of particular importance is the demonstration, firstly, that the method of calculating daily temperatures by weather agencies both here and overseas has resulted in overstating the increase in temperatures over the last 100 years or so by around 0.3-0.4 of a degree. Secondly, analysis of the increase of 0.4 of a degree in temperatures in the period from 1977-98 shows that this was due to natural causes. What this suggests is that none of the increase of 0.8 of a degree over the last 100 years was due to emissions of fossil fuels and that government actions to reduce their usage should be stopped asap.

Whoever becomes the next President of the US is of considerable concern to Australia and other western countries because of the “guardian” role that country plays in defending our culture and, ultimately, our very existence. This is not to suggest that our American alliance is in any danger or that, if we faced a direct military threat, the next President of whatever political complexion would not do his utmost to provide military support.

The surprise improvement of two percentage points in Labor’s polling on a two-party preferred basis in the latest Nielsen poll, and the large improvement for Julia Gillard in the preferred prime minister stakes, has led some commentators to suggest the carbon tax is no longer a major political issue. Given that the imposition of the tax has been Tony Abbott’s principal attack dog, he is now, it is suggested, on the back foot.

Government Science Adviser
Undermines Climate Change Policy

A presentation by the Gillard Government’s science adviser on climate to the Multi-party Climate Change Committee, now revealed publicly for the first time, has seriously undermined the dangerous warming thesis used to justify a policy of reducing emissions of carbon dioxide. The 18 slides and accompanying text used by climate change adviser Professor Will Steffen, which have been examined in the attachments by four independent scientists and me, are rife with errors or misinterpretations of data and a failure to identify important areas where major scientific uncertainties exist. Yet Steffen’s presentation on the state of global warming science on Nov 10 has been used by Ministers (including the Prime Minister) to justify the claim that they have a policy based on “the science” but which, in reality, has little or no substantive scientific basis.

Global Warming and Uncertainty –
What is the appropriate response?

In this presentation Des Moore argues, based on a national interest test, that the uncertainties about mainstream climate science and the extent of dissent are so large that they rule out any application of the so-called precautionary principle. He also argues that even if it were accepted that temperatures will increase over time, the large uncertainties about the timing and extent of the alleged mitigating action said to be needed suggests that no case exists for governments to start a comprehensive program now to reduce greenhouse gas emissions.

Global Warming and Uncertainty - What is the appropriate response?

Global warming has been described as a 'diabolical policy problem'. In part this is because it is a complex and potentially long-lived issue that exhibits high levels of uncertainy concerning the extent of impacts of global warming itself and the impacts of policies designed to reduce it.
Given this uncertainty, what is the appropriate policy response?

Des Moore is Director of the Institute for Private Enterprise and a regular commentator on global warming issues. Des was previously Senior Fellow of the Economic Policy Unit at the Institute for Public Affairs, and Deputy Secretary at the Commonwealth Treasury.

Harry Clarke is a Professor of Economics at La Trobe University. His research interests include environmental economics and the economics of addictions, including substance abuse. He is a regular blogger on harryrclarke.com and is Editor of the Society's Economic Papers.

Global Warming – Is it Really a Threat?
This address examined various arguments and claims made in support of the thesis that increasing human activity is the principal cause of increased global temperatures and that urgent government action needs to be taken to reduce (in particular) CO2 emissions. It concluded that the case has not been made and that many scientists now reject the thesis or do not accept it as providing a basis for such action. It notes that the essence of the thesis - that the increasing CO2 concentrations in the atmosphere lead inevitably to damaging increases in temperatures - is contrary to analysis showing that warming effects from increasing concentrations diminish progressively and are now very small. This analysis is generally accepted by scientists and also in the reports of the Intergovernment Panel on Climate Change.
